Non-U.S. citizens may reside anywhere, including their country of citizenship, although certain eligibility restrictions may apply to non-U.S. citizens residing in the U.S.

- Group Exchange International: Group exchange is designed for individuals who are actively engaged or participating in an educational or cultural exchange program in the country of assignment through a sponsoring organization or school. It is also designed for individuals traveling in a group to a destination that is not the home country of any of the traveling members.
